Beyond Partisanship: CA Leaders Meet This Moment with Courage and Clarity

How are our San Mateo County, state, and national representatives leading through the complexities of shifting federal policies, budget cuts, and the ripple effects on local communities?

What does it mean to lead with purpose, empathy, and a deep commitment to community during turbulent times?

At our recent Civics Learning Day, participants in our Immersion Program heard insights from a panel of esteemed California elected leaders: Congressman Kevin Mullin (CA15), Assemblymember Diane Papan (D21), and San Mateo County Supervisor Ray Mueller (District 3).

The discussion, expertly moderated by South San Francisco Mayor Eddie Flores (District 5), focused on how each leader is navigating a fractured political landscape while staying grounded in the needs of the people they serve.

This panel was not about partisanship—it was about leadership. Mayor Flores’s questions guided each elected leader to discuss the direct impacts of federal decisions and budget cuts to San Mateo County, and how they are each addressing them for their constituents. They talked about how they balance local needs and higher-level policies, and emphasized resilience and the importance of consistent, bipartisan collaboration across sectors and jurisdictions to achieve meaningful progress. And they were direct about the importance of courage and fighting for what they believe in.

Empowering Civic Action
The audience was comprised of Leadership Council SMC’s Emerging Leaders and Leadership CORPS Class of 2025, an action-oriented group of individuals dedicated to making a difference for their organizations and communities. When asked about how best to engage in civic action, the panelists shared the following these sentiments (paraphrased from session):

  • Find your ‘why’ to make a difference. Tell stories about real people who are being affected. Lead with honesty, encourage healthy disagreement, fight for what you believe in, and stand up for others. (Congressman Mullin)
  • To be effective, live some life. Find your interest in something bigger than yourself and bring your whole person to it. Remember to focus on fiscal conditions to determine funding to meet goals. (Assemblymember Papan)
  • Focus on people who need help. The best advocates at those with a sharp mind, sincere voice, and kind heart. (Supervisor Mueller)

The Class of 2025 was grateful for the chance to connect with such senior and impactful leaders!
